Resolving the ILLEGAL_REQUEST_CONTRACT error when generating a payment invoice

Issue description
When trying to generate an invoice on the page with the billing account details, you get the ILLEGAL_REQUEST_CONTRACT error.
Solution
To resolve this issue, create a support ticket. Provide the following information in your ticket:
- Billing account ID: You can find it on the page with your billing account details.
- Full text of the error message.
- HAR file with the recorded communications between the browser and Yandex Cloud servers when trying to generate an invoice.
